Passing on a spreadsheet is only one part of the process. The outgoing and incoming treasurers also need to agree on a reporting cut-off, review supporting documents and arrange appropriate access changes. Use this checklist to organise that discussion.

1. Agree on a cut-off date

Choose the date and time covered by the handover balances. List transactions after that point separately so that both officials know who is responsible for entering and reviewing them. Without a cut-off, a difference may be caused by timing rather than a missing payment.

Record which statement dates are available and whether any recent transactions are still awaiting confirmation. The handover should describe the actual state of the records rather than presenting an unfinished month as fully reconciled.

2. Reconcile each account and fund

Compare recorded balances with bank statements, mobile-money records and any physical cash count. List outstanding items, fees, duplicate entries and unexplained differences. Assign each unresolved item an owner and a target date.

For illustration, if the ledger shows KSh 84,000 but the statement shows KSh 83,500, record the KSh 500 difference and investigate it. Do not insert an unexplained adjustment merely to make the totals agree. Retain evidence supporting the eventual correction.

3. Transfer a complete records inventory

  • Member register and contribution balances by reporting period.
  • Loan register, agreements, repayment history and outstanding items.
  • Welfare fund records and approved payments still awaiting completion.
  • Bank and payment statements, receipts and reconciliation files.
  • Approved budgets, expenditure records and unpaid commitments.
  • Relevant minutes, resolutions and previous financial reports.

For each category, identify where the records are stored, the latest complete period and any missing documents. A short inventory makes future searches easier and prevents important files from remaining on an outgoing official’s personal device.

4. Review access and ownership

Arrange individual access for the new official through the relevant system administrator. Review the outgoing official’s permissions according to their new role. Avoid handing over a shared password as the whole access plan.

Check that recovery contacts and document ownership remain under appropriate group control. Keep sensitive member files accessible only to authorised people. The Office of the Data Protection Commissioner provides official information for reviewing personal-data practices.

5. Record acceptance and unresolved matters

Prepare a handover note with the cut-off date, balances reviewed, document inventory, access actions and open issues. Follow the group’s approval process and have the responsible officials acknowledge what was received. Acceptance should not hide unresolved discrepancies.

Schedule a follow-up review after the new treasurer completes the first reporting cycle. That is an opportunity to resolve missing context and confirm that the records can be maintained without depending on the previous official.

Keep continuity in your management system
